The city of Palermo, despite its close connection to the sea, currently suffers from a lack of urban planning, resulting in a disconnect from its waterfront. Simultaneously, extensive areas, such as the port, have been neglected or repurposed, creating large inactive zones that severely impact the city's overall functionality and identity, requiring urgent attention. The Villard 12 project aims to address these challenges by focusing on the redesign of four neighboring areas that hold significant importance to Palermo. Therefore, we propose a single, holistic strategy that can adapt to the specific problems of each region. This approach is characterized by a linear gesture that combines consistency and flexibility, responding to the unique requirements of each environment. It begins at a former prison area, set to become a university campus near the port, and extends all the way to the Fiera exhibition center at the foothills of Monte Pellegrino, encompassing its summit. Overcoming natural and man-made obstacles, the Agora emerges as a vital element, ensuring accessibility and circulation throughout the entire city. The Agora embraces the qualities of the Mediterranean climate and serves as a hub for meetings, idea exchange, and information sharing, ultimately becoming a defining element of Palermo's identity. The proposal encompasses a wide range of programs, including student dormitories, a hotel, temporary housing for artists, an auditorium, a playground, serviced apartments, a circulation node, a flea market, and a cable car station.
